Carolina Bezerra is the First Lady of Fortaleza from 2017 to 2020, and previously from 2013 to 2016. She participates in Municipal Management as a volunteer, articulating and coordinating the Management for Public Policies for Early Childhood. One of her largest successes was bringing together civil society, municipal agencies (both state and federal), to create and pass a law on a Municipal Plan for the Early Childhood of Fortaleza (PMPIF), Law No. 10,221 / 2014, making Fortaleza the first capital in Brazil to have a legally based plan for early childhood. To formulate this plan and its executive leadership, she created partnerships with the Ministry of Health, the Federal University of Ceará, the Childhood Better Program and the Inter-American Development Bank (IDB), resulting in the implementation of the “Grow With Your Child Program/ Happy Child” program. This program focuses on the development of infants from the womb to three years old, bringing home visits in vulnerable neighborhoods of the city of Fortaleza. This spurred the “Friendly Plazas for Children” program, which created children’s playground and children’s parks in public squares and next to the Areninhas (Fortaleza’s soccer stadium). Carolina has a Master’s in Psychology from the University of Fortaleza and participated in the Lehman Visiting Scholars program at Columbia University’s Teachers College to develop a project to improve Fortaleza’s Child Education Network program. She attended the Executive Leadership Program in Early Childhood Development at Harvard University and has a Bachelor’s degree in Business Administration from the University of Fortaleza.
